The Missouri Department of Transportation (MoDOT) selected Emery Sapp & Sons (ESS) to complete major pavement improvements along I-35 between Liberty and Kearney, one of the region’s busiest corridors with an average daily traffic volume of 68,000 vehicles. The project encompassed 41.6 lane miles of northbound and southbound lanes, including ramps and arterial streets, with a posted speed limit of 70 mph. Work included 1,804 square yards of concrete pavement, 38,975 tons of Asphaltic Concrete Mixture PG76-22 (SP125 BSM Mix), and 11,866 tons of Bituminous Pavement Mixture PG64-22 BP-1 Mix, along with new pavement markings, rumble strips, and guardrail improvements.

ESS was allotted 145 working days with a strict 10-hour nightly work window. To overcome these schedule constraints, the team maximized productivity by providing additional low-boy and haul trucks, ensuring every available hour was fully utilized. Through strategic planning and efficient execution, ESS completed the project in just 66 calendar days, far ahead of schedule.

With cable barriers and guardrails lining both sides of the roadway, logistics and staging presented unique challenges. Each night, equipment had to be transported in and out of designated staging areas without disrupting traffic flow. ESS collaborated closely with MoDOT to coordinate lane closures, ramp shutdowns, and traffic advisories, minimizing disruption to the traveling public while maintaining an aggressive pace of work.

Through innovation, teamwork, and proactive coordination, ESS successfully delivered a safe, high-quality, and on-schedule rehabilitation of I-35 — improving the driving experience for thousands of Missourians each day and reinforcing the company’s reputation for excellence on complex, high-traffic projects.
