The Oklahoma Turnpike Authority (OTA) awarded Emery Sapp & Sons (ESS) this $7.2 million mill and overlay project on the I-44 Will Rogers Turnpike. The project covered a total lane span of eight miles between Miami to Vinita, Oklahoma. The scope of work included 2.5” and 4.5” mill and overlay across key sections of the turnpike, utilizing 44,734 tons of S4 PG76-28 asphalt. Additionally, the project involved 293,253 square yards of milling, 85,142 linear feet of crack sealing, and the installation of 800 linear feet of underdrains.

One of the major challenges was the short nightly work window. To minimize disruptions, construction could only be completed during specific hours from Monday to Friday nights. This limited timeframe added pressure as the team faced steep hourly penalties if the lanes weren’t opened on time for morning traffic. Despite these challenges, the team successfully opened the lanes on time every morning.

With I-44 being a heavily traveled route, maintaining a safe work zone was a top priority. The team implemented temporary traffic control measures and ensured all safety protocols were strictly followed, resulting in zero lost time incidents and reducing risks in high-traffic conditions.

The project adhered to a strict schedule, balancing quality with efficiency to meet deadlines while staying within budget. The team finished the project ahead of schedule, delivering with precision and efficiency while mitigating risks to safety and traffic flow. This project is a testament to efficient project management in the face of tight time constraints and heavy traffic demands.
