Emery Sapp & Sons was awarded the civil package for the $1.25B facility, a biosafety level-4 laboratory, and the U.S. Department of Homeland Security’s foremost animal disease research facility. The main challenge was performing safe and precise work within an extremely tight site, with large laydown areas, and a complex system of existing and continuous sequence of utility relocations.
Phase one of the project began in 2010 with ESS performing the site prep and excavation of 277,493 cubic yards of material. Phase two was underground utilities and consisted of the installation of sanitary sewer lines with a pump station, storm sewer, a water harvesting system with tanks and pump station, water lines, a potable water storage system, and two complex control panels. Utility work included trench excavations up to 41′ deep, large excavations with complex shoring, and all the underground utility work having less than .10′ elevation tolerance.
