To help further develop the Edwardsville and Legends area, Emery Sapp & Sons (ESS) laid the groundwork, utilities, and concrete for the 32-acre mixed-use development complex. The original development plan space for hotels, 22,000 square feet of conference space, and designations for both retail and restaurants.

In total, ESS installed a total of 7,703 linear feet of underground utilities, paved 880 square yards of concrete, constructed a combined 19,226 linear feet of concrete sidewalks and curb and gutter, and graded and excavated 250,976 cubic yards of material.
