Partnering with Olsson, the Emery Sapp & Sons (ESS) Design-Build team provided multiple improvements to enhance the connectivity in an 80-year-old residential neighborhood between Orchard and Douglas Street on the west and Independence Avenue on the east. The project included the engineering analysis, design, and construction of multiple improvements within the neighborhood.

ESS contributed to the installation of concrete curb and gutter plus sidewalks. ESS also provided stormwater improvements, utility relocations, and utility coordination; including locates and deconfliction, field surveys, and as-built surveys and drawings.
