Conley Road Transportation Development District (TDD) awarded the East Boulevard Extension to Emery Sapp & Sons (ESS). Due to safety concerns and traffic congestion at the Business Loop 70 connection to I-70, the project entailed constructing a 1-mile two-lane major collector street that included bicycle lanes that moved the existing Business Loop 70 traffic onto a new alignment. The project also enhanced the Conley Road and Highway 63 Connector intersection by adding turn lanes and signal improvements. The project’s bridge spanned the Hinkson Creek, a Missouri Department of Natural Resources listed impaired waterway, which brought a unique challenge to the project as ESS had to implement special measures to limit the disruption to the creek itself and its surrounding area. To protect the creek, ESS built a creek crossing with crushed limestone that was later reused on the project to reinforce the stream bank. Recycled timber mats were also used to protect sensitive areas when hauling material across the site.
By the end of construction, our expert crews put up some big numbers. In total, ESS completed 70,000 cubic yards of grading, 20,200 square yards of concrete, one slab on steel, a four-span steel-girder bridge, 2,635 linear feet of water main, 982 linear feet of 10″ and 4″ gas main, 84 vertical feet of drilled shafts, 104 vertical feet of rock sockets, and 4,700 linear feet of transmission pole relocation.
