Emery Sapp & Sons (ESS) is proud to lead a transformative infrastructure project for the Kansas Department of Transportation (KDOT), rebuilding a critical section of U.S. 54/400 in Kingman County. Valued at $36 million, this project is designed to enhance one of the region’s key transportation routes, improving safety, functionality, and long-term durability for both commuters and commercial traffic.
Spanning seven miles from K-14 to the Sedgwick County line, ESS is reconstructing the entire roadway, while maintaining the existing alignment. This project includes full pavement demolition, soil stabilization, and installation of new concrete and asphalt surfaces. Additionally, two bridge decks will be replaced, and new pavement markings and signage will ensure the roadway meets modern standards.
The rural location presents unique challenges, especially regarding resource availability. Water is critical for grading, Cement-Treated Base (CTB), and paving operations, but the area has been hit by severe drought. To meet the project’s water demands, ESS drilled multiple wells and carefully coordinated operations to manage water supply without exceeding well capacities.
Material logistics have also been complex, with concrete paving materials sourced from distant locations. ESS’ trucking efforts are carefully synchronized to meet the high demands of the project timeline. In a forward-thinking move, ESS is recycling the existing pavement, and crushing the material on-site to use in the new CTB mix. This sustainable approach minimizes waste and reduces the need for additional raw materials.
Safety is at the forefront of every ESS project, and this one is no exception. While traffic continues to flow through the construction zone, vehicles are routed head-to-head on the opposite side of the work area. ESS has increased the number of safety personnel on-site to manage the risks posed by local drivers who occasionally enter restricted areas.
The project began in spring 2024 and will be completed in two phases, with eastbound lanes complete by late 2024 and westbound lanes in 2025. Final completion is scheduled for November 2025.
