Emery Sapp & Sons (ESS) was awarded the civil site package for this $1.25 billion facility, a biosafety level-4 laboratory, and the U.S. Department of Homeland Security’s foremost animal disease research facility. The project's greatest challenge included performing safe and precise work within an extremely tight site. Crews managed large laydown areas and a complex system of an existing and continuous sequence of utility relocations.
Phase one of the project began in 2010 with ESS performing the site preparation and excavation of 277,493 cubic yards of material. Phase two included the underground utility scope where crews installed sanitary sewer lines with a pump station, storm sewer, water lines, two complex control panels, a potable water storage system, and a water harvesting system with tanks and a pump station. Further utility work included trench excavations up to 41' deep, large excavations with complex shoring, and all remaining underground utilities with less than .10′ elevation tolerance.
Upon completion, ESS went above and beyond to deliver more than 5,400,000 linear feet of underground utilities.
