The City of Liberty put out an RFQ for design-build services, providing a general description and preliminary scope. They listed seven categories to be addressed by the proposal of the submitting design-build teams. Upon receipt and review of the proposal submittals, the top three firms were selected to go through an Interview Process. The team selected as the top team after the interview process was then asked to complete a DBIA 520 contract, Standard Form of Preliminary Agreement Between Owner and Design-Builder. This contract was approved and initial work to determine the ultimate project programming began. The next phase will be completion of a DBIA 530 contract, Standard Form of Agreement Between Owner and Design-Builder – Cost Plus a Fee With an Option for a Guaranteed Maximum Price. This will need to be approved by the City, at which time final design and construction will begin.
