The City of Liberty put out a Request for Qualifications (RFQ) for design-build services, providing a general description and preliminary scope. They listed seven categories to be addressed by the proposal of the submitting design-build teams. Upon receipt and review of the proposal submittals, the top three firms were selected to go through an interview process. The team selected as the top team after the interview process was then asked to complete a DBIA 520 contract, Standard Form of Preliminary Agreement Between Owner and Design-Builder. This contract was approved, and initial work to determine the project programming began. The next phase was the completion of a DBIA 530 contract, Standard Form of Agreement Between Owner and Design-Builder – Cost Plus a Fee With an Option for a Guaranteed Maximum Price. Once this was approved by the City, final design and construction began.

Scope of Work
This project consisted of improvements within the named subdivision inclusive of partial street reconstruction, street overlay, installation of modified concrete curbing, stormwater improvements (including permanent stormwater BMPs), water infrastructure improvements and additional improvements to adequately serve the neighborhood area in so far as funds allow. The contract included completion of project design, support for the City of Liberty in acquiring all permits and approvals; performing roadway and related drainage and utility improvements, providing quality assurance and quality control for design and construction, and providing overall project management.
